Green ID books are officially on their way out. According to the Department of Home Affairs’ strategic plan, South Africa aims to eliminate green ID books entirely by 2027. This move is part of a broader initiative to digitize civic documentation and services in the country.

The department has outlined a phased strategy that includes the universal rollout of smart ID cards, digital identity solutions, and e-Passports by 2029. As of now, green ID books are still being issued in non-modernized offices, but this is expected to change as more offices are upgraded with live capture systems.
Accelerating Smart ID Card Issuance
The Department of Home Affairs aims to ensure that all eligible citizens, including naturalized South Africans and permanent residents, receive smart ID cards. The rollout has already surpassed expectations, with over 28 million smart IDs issued to date. Moving forward, the department plans to distribute a minimum of 2.75 million smart ID cards annually.
To achieve this, the department will expand its network of live capture offices and bank branches. Currently, around 30 bank branches are equipped with the required systems. The goal is to reach 1,000 branches by the end of the medium term, with 100 being added in 2025/26 alone.
Improving Accessibility and Delivery
Recognizing logistical challenges, the department is developing a delivery system for smart ID cards and passports. This system is expected to launch in 2026/27, making it easier for citizens to receive documents at their preferred addresses.
The government is also investing in training Home Affairs staff on digital systems and intends to modernize ten more offices by March 2026. However, challenges remain. Many Home Affairs offices are outdated, poorly located, or under-resourced. The department’s IT infrastructure is also in need of urgent upgrades.

The transition away from green ID books marks a major shift in how identification is handled in South Africa. These barcoded documents, once the primary form of identification, are being replaced by more secure and efficient smart ID cards.
Ultimately, the government wants to ensure that green ID books become obsolete, making way for a fully digitized system. This will not only improve service delivery but also enhance national security and data accuracy.
Green ID books may soon be a thing of the past, but the move promises a more modern and accessible future for all South Africans.
